For most teams managing more than a handful of cloud resources, though, Terraform is worth the investment early, since retrofitting infrastructure as code onto an already sprawling manual setup is harder than starting with it.
A senior Terraform engineer owns the structure of your infrastructure code itself: how modules are organized, how environments are separated, and how state is managed so that two engineers do not accidentally overwrite each other's changes. State management in particular is where inexperienced Terraform use goes wrong, and a senior engineer treats the state file with the same care as a production database.
They also own the review process for infrastructure changes. That means setting up CI/CD so a plan is generated and reviewed before anything applies, and making sure destructive changes, like resource replacement, are caught before they run rather than after an outage. This is as much a process responsibility as a technical one.

Terraform infrastructure often supports a Kubernetes platform underneath application workloads, so a hire working in that context should understand how cluster provisioning, node pools, and networking are defined as code, not just how to write Kubernetes manifests. On the delivery side, expect fluency with running Terraform through CI/CD, using GitHub Actions or Jenkins, with plan and apply steps gated by review.
Ask for a module the candidate designed and built to be reused across environments, and have them explain the tradeoffs: what they made configurable, what they hardcoded, and why. That distinguishes someone who has genuinely designed infrastructure code from someone who has only run terraform apply on someone else's configuration.
State management questions reveal experience quickly. Ask how they set up a remote backend, how locking works, and what they would do if a state file became out of sync with real infrastructure. Also ask about how they gate changes in CI/CD, since a candidate who has only run Terraform locally without a review process is missing a core part of doing this safely on a team.
